This study constructs framework system for improving efficiency resource utilization, refining effect urban–rural integration, optimizing industrial development increasing farmers’ income. challenges facing clarified, especially including limited space growth cultivated land quantity significant quality improvement, insufficient effective supply labor resources, uneven spatial distribution water low utilization agricultural so on.
